In this candid interview, Mr. Lewis talks in-depth about governments\u2019 reluctance to cooperate and the guile of criminals who often outsmart and outpace regulators at every corner.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-are-FATF-secretariat-duties\">Duties of the FATF Secretariat<\/h2>\n\n\n\n<p>The FATF Secretariat performs four core duties:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>MONITORING:<\/strong> how criminals, terrorists, and rogue states get and access funds and which methods they use to launder money.&nbsp;<\/li><li><strong>DEVELOPMENT<\/strong>: of worldwide AML\/CFT standards, practices and recommendations to help mitigate new risks<\/li><li><strong>ASSESSMENT:<\/strong> of governments\u2019 actions to comply with AML\/CFT guidances<\/li><li><strong>TRAINING: <\/strong>of officials from FATF\u2019s member countries and FATF Style Regional Bodies (FSRBs) to help them implement policies and respond to risks.&nbsp;<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"fatf-secretariat-organizational-structure\">Inside the FATF Secretariat Organization<\/h2>\n\n\n\n<p>The FATF Secretariat is a multicultural and multi-lingual professional organization that consists of 40 highly skilled employees, support staff and experts from 15 countries who speak over 10 languages and have a collective wealth of experience and knowledge on Anti-Money Laundering (AML) and Counter-Terrorism Financing (CFT).<\/p>\n\n\n\n<p>Its staff members boast diverse backgrounds that include law enforcement, financial intelligence units (FIUs), intelligence agencies and the legal sector.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Organizational Structure<\/h3>\n\n\n\n<p>Mr. Lewis spearheads five different organizational working groups who each have a distinctly different purpose.&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The <strong>Evaluation &amp; Compliance Team<\/strong> assesses and monitors FATF member countries\u2019 AML\/CFT efforts and compliance via <a href=\"https:\/\/www.fatf-gafi.org\/publications\/mutualevaluations\/d.en.1376?hf=10&amp;b=0&amp;s=desc(fatf_releasedate)\">peer reviews and follow-up meetings<\/a>.&nbsp;<\/li><li>The <strong>Policy Development Team <\/strong>develops and enhances the FATF Standards in accordance with its recommendations.&nbsp;<\/li><li>The <strong>Risk, Trends and Methods Team<\/strong> flags and analyzes money laundering and terrorism funding as well as any threat that could undermine global finance.<\/li><li>The <a href=\"https:\/\/www.fatf-gafi.org\/publications\/high-risk-and-other-monitored-jurisdictions\/more\/more-on-high-risk-and-non-cooperative-jurisdictions.html?hf=10&amp;b=0&amp;s=desc(fatf_releasedate)\"><strong>International Cooperation and Review Group<\/strong><\/a> ( ICRG) identifies and deals with countries on FATF\u2019s high-risk and \u201cnon-cooperative countries and territories\u201d (NCCT) list, also respectively known as the <a href=\"https:\/\/www.sygna.io\/en\/blog\/what-is-the-financial-action-task-force-fatf\/#6\">FATF graylist and blacklist.<\/a>&nbsp;<\/li><li>The <strong><a href=\"https:\/\/www.fatf-gafi.org\/publications\/fatfgeneral\/documents\/developmentoftheglobalnetworkandotherkeyelementsoffatfworkunderthenorwegianpresidency.html\">Global Network Coordination Team<\/a> <\/strong>helps the FATF\u2019s worldwide network of FSRBs and other global organizations understand and implement its frequently updated recommendations. Instead, they work together by mutually evaluating AML\/CFT deficiencies and conducting peer reviews. In 2012, the FATF Plenary helped to fortify this interdependent relationship by defining the rights and duties that apply to the task force and its regional bodies in the guidance titled <a href=\"https:\/\/www.fatf-gafi.org\/media\/fatf\/documents\/High-Level%20Principles%20and%20Objectives%20for%20FATF%20and%20FSRBs.pdf\">\u201cHigh-Level Principles and Objectives for FATF and FSRBs\u201d<\/a><\/p>\n\n\n\n<p>These principles, updated in 2016 and 2018, form the foundation for the FATF\u2019s Global Network Coordination Group (GNCG), an internal working group that is chaired by both a FATF and FSRB member each.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"FATF-secretariat-recommendation-16-travel-rule\">The FATF Secretariat and the R.16 \u201cCrypto Travel Rule\u201d<\/h2>\n\n\n\n<p>With the official adoption of the FATF\u2019s Recommendation 16 on Wire Transfers, commonly referred to as the FATF\u2019s \u201cCrypto Travel Rule\u201d in June 2019, and a 12-month deadline for countries to adopt the new guidance or face the threat of blacklisting, Mr. Lewis and his working groups have been hard at work to relay and explain the task force\u2019s requirements to member countries. Mr. Lewis assists the task force\u2019s President (currently <a href=\"https:\/\/www.sygna.io\/en\/blog\/what-is-the-financial-action-task-force-fatf\/#3\">China\u2019s Mr. Xiangmin Liu<\/a>) and acts as the G20 Deputy for the FATF.&nbsp;<\/p>\n\n\n\n<p>He also works closely with <a href=\"http:\/\/www.fatf-gafi.org\/documents\/documents\/new-fatf-executive-secretary.html\">influential global organizations<\/a> such as the International Monetary Fund (IMF), World Bank, G20, United Nations, <a href=\"https:\/\/egmontgroup.org\/en\">Egmont Group<\/a> and other institutions in both the private and public sectors.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"fatf-secretariat-2020-objectives\">What are the FATF Secretariat\u2019s goals for 2020?<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><a href=\"https:\/\/www.riskscreen.com\/kyc360\/podcast\/david-lewis-executive-secretary-fatf\/\">In a recent online interview, <\/a>David Lewis expressed his admiration and support of the FATF\u2019s Chinese presidency and revealed three main goals for 2020.
