In early versions of the bill, a Fed-issued digital dollar and wallet for affected Americans were included, but didn\u2019t make the final cut.<\/p>\n\n\n\n<p>The aid proposal was ultimately approved by the House of Congress and signed into law by President Donald Trump on Friday 27 March as part of a historic $2 trillion bailout program, the largest in U.S. history.&nbsp;<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/DB_u2mIg4ko6tr5uqv1PVJnGd1VnFVHzSHSDdKZ1ItEcsD-J-rxiEqGlHyTk6JIznrJqqpjKQYMVsrUobbowv-G15HjDblUXIBZHJIbqcBjwA4pNwS6Nwk_3appMvP3UY5C6rmxF\" alt=\"Pres. In order to distribute funding as directly and quickly as possible to U.S. citizens, policymakers discussed the possibility of the Fed using blockchain technology to do this.<\/p>\n\n\n\n<p>While it was widely expected to be included in the final version of the proposed \u201c<a href=\"https:\/\/appropriations.house.gov\/sites\/democrats.appropriations.house.gov\/files\/Take%20Responsibility%20for%20Workers%20%20Families%20Act%20one%20pager.pdf\">Take Responsibility for Workers and Families Act\u2019<\/a>, the U.S Speaker of the House Mrs. Nancy Pelosi made no mention of it when she delivered the draft proposal to Congress. However, it\u2019s encouraging and validating for virtual asset proponents to know that a possible digital dollar was discussed in the highest levels of government, and is likely imminent.&nbsp;<\/p>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"digital-dollar-featured-in-3-draft-bills\">A digital dollar featured in 3 draft proposals last week<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Leaked early drafts showed at the end of last week that the U.S.\u2019 Democratic Party was working on 2 draft stimulus bills that included plans for a digital greenback to help dispense emergency payments to U.S. citizens.<\/p>\n\n\n\n<p>Both last week\u2019s Democratic Party-initiated draft bills, the 1400-page \u201c<a href=\"https:\/\/assets.documentcloud.org\/documents\/6817441\/House-Democrats-Counterproposal-For-Stimulus.pdf\"><em>Take Responsibility for Workers and Families Act\u201d<\/em><\/a><em> <\/em>and the \u201c<a href=\"https:\/\/financialservices.house.gov\/uploadedfiles\/waters_146_xml_03.23.2020.pdf\"><em>Financial Protections and Assistance for America\u2019s Consumers, States, Businesses, and Vulnerable Populations Act<\/em><\/a><em>,\u201d<\/em> (spearheaded by congresswoman <a href=\"https:\/\/www.cnbc.com\/2019\/06\/18\/rep-maxine-waters-facebook-should-stop-work-on-libra-cryptocurrency.html\">Maxine Waters, a fervent Libra opposer)<\/a> initially made mention of a possible digital dollar and digital dollar wallet to be issued by the U.S Federal Reserve.&nbsp;<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/lh4.googleusercontent.com\/TEddNMnv7Kl3zW_MFKScjbi3Ynimx8xuLYnZXFmhbvqQ3FHgJItUxGksLSbwLi_SgC3hiyvXs73eXIQ1pkJzSQ9EzRoIpvGmFm26goi9REqHUKk0Mdb-Lu6jdSj1iy7cyqevUF7F\" alt=\"The US Congress\"\/><figcaption>The U.S. Congress (<a href=\"https:\/\/www.thoughtco.com\/how-bills-become-laws-3322300\">thoughtco<\/a>.com)<\/figcaption><\/figure><\/div>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Ultimately, any mention of a digital dollar didn\u2019t feature in the presented former and is expected to be removed by the latter.&nbsp;<\/p>\n\n\n\n<p>Still, <a href=\"https:\/\/www.banking.senate.gov\/imo\/media\/doc\/SIL203681.pdf\">a third pro-digital dollar draft proposal<\/a> was issued on 24 March by Senator Jerrod Brown, indicating that the discussions around a central bank-issued digital USD are far from over.&nbsp;<\/p>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"how-did-congress-define-digital-dollar-and-digital-wallet\">How did Congress&#8217; draft bills define a digital dollar and wallet?<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/lh6.googleusercontent.com\/HUC321DPAjAauXwC1skuudqYMXo8gdOWtojmwrEY4HOg5_OM9-9-iadgURpwCfXPKOa4bJM27-dKeIjqaiOfIjQ6TdhC_7lOvPIjukjtu7ocZcbhDs0u5A1A9Q6fLvDSP68mpahK\" alt=\"\"\/><figcaption>source:<a href=\"https:\/\/assets.documentcloud.org\/documents\/6817441\/House-Democrats-Counterproposal-For-Stimulus.pdf\">documentcloud.org<\/a><\/figcaption><\/figure><\/div>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The plans made provision for the U.S central bank the Federal Reserve to issue digital bank accounts, called FedAccounts, to all U.S. citizens, which would be used to dispense cash directly to Americans, which could also be used to send and receive cash. The only requirement to qualify for a FedAccount? A Social Security number.&nbsp;<\/p>\n\n\n\n<p>This direct intervention would eliminate the need to involve banks and the bureaucratic red tape and middle man fees that come with transacting through bank accounts and transform <a href=\"https:\/\/www.forbes.com\/sites\/billybambrough\/2020\/03\/27\/bitcoin-will-moon-if-the-us-creates-a-new-digital-dollar\/#a43c50c2b540\">\u201cretail banking into a public service<\/a>\u201d. The word \u201cthaler\u201d refers to a European coin used from the 16th to 19th centuries and <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Dollar\">provided the etymological origins to the word \u201cdollar\u201d<\/a>.&nbsp;<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/lh6.googleusercontent.com\/LS_pgFfFQKC-7uX_b44TkaQpRqNhgIoiinJ7cjQJ6magjUv-HfERDLMDRDQrb97Cedz4ySnl6kdqmdyKA215vtqrGQ5qBfSeJDVGrqAoMvQsLnztCVZabr_-xwnjtbloDg-3QnUl\" alt=\"A Thaler coin, circa 16th century (Wikipedia)\" width=\"441\" height=\"413\"\/><figcaption>A Thaler coin, circa 16th century (Wikipedia)<\/figcaption><\/figure><\/div>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>eThaler builds on <a href=\"https:\/\/www.forbes.com\/sites\/michaeldelcastillo\/2020\/03\/25\/trillion-dollar-stimulus-jumpstarts-project-to-issue-central-bank-currency-on-ethereum\/\">an \u201cEthereum for enterprises\u201d version called Hyperledger Besu, <\/a>which complies with the Token Taxonomy Framework, a standards protocol being developed by the likes of Consensys, JP Morgan and the Ethereum Alliance.&nbsp;<\/p>\n\n\n\n<p>The Congress\u2019 stimulus package and seeming interest in creating a central bank digital currency has now <a href=\"https:\/\/decrypt.co\/23603\/ethaler-time-to-issue-digital-dollars-on-ethereum\">provided further impetus to this project.&nbsp;<\/a><\/p>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"why-did-us-congress-consider-digital-dollar-in-stimulus-bill\">Why did Congress consider a stimulus digital dollar?<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The coronavirus outbreak has flattened the U.S. both economically and politically, forcing almost all but essential service-providing businesses to shutter up and send their employees home for the foreseeable future.&nbsp;<\/p>\n\n\n\n<p>A digital dollar would\u2019ve helped the Fed, distribute emergency funding to individuals and businesses who needed it while the coronavirus pandemic continues to shut down most of the United States\u2019 economy.&nbsp;<\/p>\n\n\n\n<p>Also, it would&#8217;ve allowed the U.S. to keep up with other countries. It&#8217;s no secret that several countries and regions <a href=\"https:\/\/cointelegraph.com\/news\/ecb-president-pushes-for-a-central-bank-digital-currency\">like the European Union<\/a> and <a href=\"https:\/\/www.scmp.com\/business\/banking-finance\/article\/3043805\/asias-central-banks-are-ahead-race-develop-their-own\">especially Asian central banks<\/a> are either considering launching or already working on a central bank digital currency (CBDC).
