The EO isn\u2019t itself regulation but rather provides only the outlining of six priorities for the government to research in preparation for a framework due on President Biden\u2019s desk in six months, which will be followed by a full report in one year.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/03\/09\/fact-sheet-president-biden-to-sign-executive-order-on-ensuring-responsible-innovation-in-digital-assets\/\">summary of the EO<\/a> opens on an upbeat tone, with mentions of crypto\u2019s market cap last year surpassing $3 trillion, the 16% crypto adoption rate among American adults, and the fact that over 100 countries are now exploring central bank digital currencies (<a href=\"https:\/\/www.sygna.io\/blog\/why-fed-issued-digital-dollar-cbdc-nearly-made-congress-2-trillion-dollar-stimulus-bill\/\">CBDCs<\/a>). Consumer Protection<\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The White House is signaling an interest in protecting consumer and business interests, possibly through mandated cybersecurity standards, from the kind of exchange failures that have led to billions in losses for users as well as breaches of personal data. The EO specifically name-checks dollar dominance and adds that maintaining US leadership in the global financial system is the reason to stay ahead of the curve in the digital assets industry. While the US has not committed to the development of a digital dollar, the EO says that the Federal Reserve will be tasked with researching the issue, which the order says would help to preserve the dominance of the almighty dollar.<\/p>\n\n\n\n<p>CBDC research is described as of the \u201chighest urgency,\u201d and a cost-benefit analysis for both consumers and the financial system is being assigned to the Treasury Department, with input from other agencies such as the Department of Commerce and the Department of Homeland Security. The research is supposed to be delivered in six months, though some say a <a href=\"https:\/\/www.coindesk.com\/policy\/2022\/03\/10\/bidens-executive-order-calls-for-highest-urgency-on-cbdc-research-and-development\/\">delay is probable<\/a>.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"industry-and-market-reactions-to-crypto-eo\">Industry and Market Reactions to Crypto EO<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Markets reacted favorably to the EO release, with the price of Bitcoin and shares in leading US crypto exchange Coinbase and mining companies like Riot Blockchain all spiking over 10% on the back of the president&#8217;s crypto-friendly executive order.<\/p>\n\n\n\n<p>Sam Bankman-Fried, CEO of crypto exchange FTX, took to Twitter to <a href=\"https:\/\/www.coindesk.com\/policy\/2022\/03\/09\/bidens-executive-order-on-crypto-met-with-relief-from-key-industry-players\/\">describe the order<\/a> as \u201cconstructive.\u201d Jeremy Allaire, CEO of Circle, welcomed the EO\u2019s attention to the rapid expansion of the sector and its acknowledgment of the flaws in the existing legacy financial architecture. Meanwhile, Nathan McCauley, CEO of Anchorage Digital, said the order clarified that the stance of the Biden administration wasn\u2019t \u201cthem-against-us.\u201d<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"conclusion\">Conclusion<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>With provisions having been added to the Build Back Better Act last year that would have <a href=\"https:\/\/www.coindesk.com\/policy\/2021\/10\/28\/bidens-build-back-better-act-would-close-crypto-tax-loophole\/\">haphazardly taxed crypto investors<\/a> to pay for infrastructure spending, it\u2019s fair to say that many in the crypto community had been expecting a heavier regulatory hand from the White House. Although it\u2019s still too early to say exactly what\u2019s in store, the green lights would appear to be flashing on a lot of institutional dashboards.<\/p>\n\n\n\n<p>We\u2019ll have to wait and see what the Biden administration comes up with towards the end of the year and whether they\u2019re able to get it through Congress, which is never a given, despite a small, emerging <a href=\"https:\/\/qz.com\/791360\/bitcoin-caucus-the-us-congress-now-has-a-caucus-dedicated-to-bitcoin-and-blockchain\/\">pro-crypto caucus<\/a> developing along non-partisan lines.
