They are usually backed with reserve assets, which can include everything from cash to commodities to other cryptocurrencies, while there are also algorithmic varieties.<\/p>\n\n\n\n<p>The new <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-03\/japan-passes-stablecoin-bill-that-enshrines-investor-protection\">regulations<\/a> were first prepared by Japan\u2019s <a href=\"https:\/\/www.sygna.io\/blog\/japan-crypto-asset-regulation-financial-services-agency-changes-psa-fiea-may-2020\/\">Financial Services Agency (FSA)<\/a> late last year, but their passage in the House of Councilors might have been accelerated by the mid-May collapse of the TerraUSD algorithmic stablecoin and its governance token LUNA. The event shocked crypto markets and sent regulators around the world into a flurry of <a href=\"https:\/\/www.sygna.io\/blog\/terra-luna-stablecoin-regulation\/\">activity<\/a>.<\/p>\n\n\n\n<p>Japan\u2019s stablecoin bill is being hailed as a steadying hand for crypto in an otherwise shaky time. Let\u2019s take a look at what the regulations cover and their implications for the industry.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-do-japan-s-stablecoin-regulations-say\">What Do Japan\u2019s Stablecoin Regulations Say?<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"256\" src=\"https:\/\/www.sygna.io\/wp-content\/uploads\/2020\/12\/Stablecoins2-1024x256.jpg\" alt=\"\" class=\"wp-image-5530\" srcset=\"https:\/\/www.sygna.io\/wp-content\/uploads\/2020\/12\/Stablecoins2-1024x256.jpg 1024w, https:\/\/www.sygna.io\/wp-content\/uploads\/2020\/12\/Stablecoins2-600x150.jpg 600w, https:\/\/www.sygna.io\/wp-content\/uploads\/2020\/12\/Stablecoins2-768x192.jpg 768w, https:\/\/www.sygna.io\/wp-content\/uploads\/2020\/12\/Stablecoins2-1536x384.jpg 1536w, https:\/\/www.sygna.io\/wp-content\/uploads\/2020\/12\/Stablecoins2.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The new <a href=\"https:\/\/www.ft.com\/content\/7f8130e9-abfa-407b-b04f-2f9f5e47d0df\">regulations<\/a>, which are additions to the country\u2019s payment services law, stipulate that stablecoins can only be issued by certain entities, including licensed banks, trust companies, as well as registered money transfer agents.<\/p>\n\n\n\n<p>These entities will have to register under a new system designed to monitor stablecoin circulation and prevent money laundering. The details of that system have yet to be released by the government, with more information said to be coming in the next few months.<\/p>\n\n\n\n<p>Once the regulations come into effect in <a href=\"https:\/\/www.coindesk.com\/policy\/2022\/06\/03\/japan-passes-landmark-stablecoin-bill-for-investor-protection-report\/\">2023<\/a>, all stablecoins issued in Japan will have to be pegged to legal tender such as the nation\u2019s currency, the yen. It will also be required that they are redeemable for the pegged currency.<\/p>\n\n\n\n<p>The stablecoins are supposed to be managed by \u201cissuers\u201d that release them into the world and then by \u201cintermedaries\u201d handling the circulation. The registration process on both ends is reported to be strict, with details still forthcoming.<\/p>\n\n\n\n<p>Japan\u2019s Mitsubishi UFJ Trust and Banking Corp has put forth a plan for a stablecoin \u2013 Progmat Coin \u2013 which it says will be fully backed by yen reserves held in a trust account.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/cointelegraph.com\/news\/japan-passes-bill-to-limit-stablecoin-issuance-to-banks-and-trust-companies\">law<\/a> does not tackle the issue of algorithmic stablecoins, nor does it get into how foreign stablecoins, such as USDT and USDC, might operate in the country.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-are-the-implications-of-japan-s-stablecoin-regulations\">What Are the Implications of Japan\u2019s Stablecoin Regulations?<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>At the moment, Japanese cryptocurrency exchanges do not list stablecoins. That will presumably change soon, but analysts have <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Cryptocurrencies\/Japan-adopts-law-to-regulate-stablecoins-for-investor-protection\">said<\/a> that with the new regulations, it may be difficult now for overseas competitors to break in.<\/p>\n\n\n\n<p>Additionally, as the licensing requirements to become an \u201cissuer\u201d or an \u201cintermediary\u201d are likely to be steep, it will probably be hard for startups and smaller entities to get into the stablecoin business, a side effect that some will prefer for the stability it brings to a key sector, while others will dislike it for the pro-establishment bias that runs counter to the crypto ethos.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/decrypt.co\/101961\/japan-passes-stablecoin-bill-aimed-protecting-crypto-investors\">move<\/a> has echoes of Japan\u2019s forward-looking past when it comes to crypto regulations. Japan\u2019s FSA had pushed for Bitcoin to be recognized as a currency back in 2017, and not long after, the country became the first in the world to begin licensing crypto exchanges.<\/p>\n\n\n\n<p>The new regulations also arrive on the heels of Japan\u2019s <a href=\"https:\/\/www.sygna.io\/blog\/japan-implements-fatfs-crypto-travel-rule\/#:~:text=As%20of%20April%2C%20any%20crypto,to%20an%20exchange%2Dhosted%20wallet.\">implementation<\/a> of the Financial Action Task Force\u2019s (FATF) Crypto Travel Rule, which went into effect in April \u2013 a date that could still be considered early in terms of global adoption.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"final-thoughts\">Final Thoughts<\/h2>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>In the wake of the TerraUSD disaster, governments around the world have been in a scramble to reach the finish line of stable asset regulation, which had long been seen as likely among the first areas of crypto to find itself in the crosshairs of legislators and bureaucrats.
